This means that only licensed Collective Management Organizations (CMOs) like PAVRISK have the authority to issue licenses and collect royalties on behalf of Authors, Composers, Arrangers, Publishers, and Performers of Sound Recordings and musical works, as well as Scriptwriters, Directors, Producers, and Performers (Actors) of Audio-visual works, including film and Cinematographic creations.

Failure to obtain a UCL is a criminal offense. One that can result in penalties, fines, or prosecution.
